Dear Ms. Converse,
Below are the supplemental questions and responses required for the current City Council open position.
1. What is your vision for our City and community?
Sumner has grown since I moved here in 2002 but growth can be a double edge sword. On the positive side, we see opportunity in new people,
new business and an increased economy. On the negative side we see a loss of home town feel, local vibe along with increases in social issues
that impact larger cities. I believe it is imperative that we balance growth with the home town vibe in a feel that is uniquely Sumner.
2. What are three highest priorities and/or issues you believe the City needs to address? How would you
propose the City address these?
There are many citizen driven concerns I have encountered when speaking with friends and neighbors. As such, my top three priorities would be
property crime, growth & traffic and the impact of the global pandemic.
Crime is a concerning issue to me as it undercuts our community. Per neighborhoodscout.com, you have a 1 in 19 chance of being the victim of a
property crime in Sumner vs. 1 in 34 chance for all of Washington state. Per citydata.com, property crime is 1.2 times higher in Sumner than the
US average. Per areavibes.com, property crime is 108% the national average. Property crimes are costly, whether from increased insurance rates
or out of pocket expense. This not only eats away at our sense of community but degrades our feeling of safety and security in our homes. It is
becoming an insidious cycle. If appointed to the council, I would work with police and listen to the community to really understand this issue and
move towards solutions that will significantly reduce property crimes. Since Sumner is such a walkable and bike-able city, maybe it is a simple as
having our police presence include a walk/bike patrol.
My second issue is balancing growth while still keeping that small town feel that so many in Sumner love. Since moving here eighteen years ago,
warehousing has taken over the north side of Sumner. Apartments have sprung up. Traffic and urban sprawl seem to be getting worse. The
interchange update at Traffic Ave/Thompson/HWY 410 has already started to improve the situation, however other traffic issues still exist. I
have seen residential streets develop into bypasses for high traffic areas. While the new train station garage will help with parking issues, it will
also encourage more people to catch the train out of Sumner resulting in increased traffic. I believe these examples as well as other indicators
demonstrate some of the changes happening in Sumner that need to be addressed and managed. We can start by addressing traffic. I believe
that there needs to be analysis of the existing traffic patterns overlayed with growth projections from both residential and commercial
endeavors. From that analysis, we need to find opportunities to move traffic away from residential areas allowing children to remain safe in
their front yards and while crossing streets. Further, Sumner is a livable community and it makes sense to encourage people to make Sumner
their permanent home. The northeast section of Sumner seems to have opportunities for residential growth. If appointed to the council, I would
work to encourage managed residential growth; residents are invested in their community, they don’t just park their cars here.
Lastly, 2021 will be the year that we must rebuild from the devastation of COVID 19. In my current job, I have seen and felt the devastating
economic impacts from the shutdown orders. Our main street is hurting. We will need to come up with activities that balance social distancing
recommendations with increased economic activity for our downtown core. I love the Parklets that have sprung up allowing restaurants to serve
their customers close by and retain their livelihoods. I believe that there are creative ways to bring back some of our wonderful community
events and maintaining a business core while keeping socially distant protocols. Sumner’s Main Street businesses need our support and if we
support them, we will keep our home town/small town feel.
3. What strengths would you bring to the Council?
I am a Co-Brand Client Manager at Bank of America. It is a title which describes my efforts to balance the needs of a client (brand, customer
needs, financial needs) with that of the bank (profitability, brand) and identify and implement solutions that mutually benefit all parties. I am
skilled at working with diverse people, groups and interests to get projects completed timely and successfully.
As a homeowner and with having 30 years of bank experience I am fiscally grounded and tax payers deserve fiscal responsibility. We must make
sound financial decisions for our city; this impacts all of us as we consider the future and our children and grandchildren continuing to call
Sumner home.
Lastly, I love Sumner and it is my home. I want to preserve the best of Sumner while maximizing opportunities for our town. Sumner is unique
in western Washington; we are close to the big cities, we have a big, beautiful mountain in our backyard and we still retain a hometown charm. I
want a life and city like Sumner to be around for my daughter and grandchildren.
4. Explain your current and past community involvement and/or service on City, nonprofit, or public
boards, committees, task forces, or commissions, and how this has contributed to the Sumner
community. How is this relevant to the position of Sumner City Councilmember?
For the past six years and presently I am serving as Treasurer on the Parent Organization at All Saints Catholic School. Our board works with the
School Commission and School Leadership to increase community involvement at All Saints. We also work to fundraise for community and
school events as well as the Sister Claude Scholarship fund. The dynamics of working on a board translate to other endeavors; leadership is key,
consensus must be achieved and work must get done.
Any organization requires that there are people not only willing to lead, but also to get things done. In addition to the work I do with the Parent
Organization, I have completed many volunteer efforts at All Saints School. I have provided help in the classroom. I have worked during our Fair
Parking fundraiser. I have assisted with our annual auction in many capacities. I have called parents and alumni during our giving campaign. I
believe that my willingness to step in and get things accomplished will be very valuable to the Sumner City Council.
Part of the fabric of my education was that it was an imperative to give back. Therefore, it is important to me to give my daughter a strong
understanding of the importance of volunteering as well as a sense of gratitude. To this end, our family has engaged in volunteer endeavors
together. With the exception of this year (due to the pandemic), our family has hosted Thanksgiving dinner in our home for soldiers and airmen
from Joint Base Lewis McChord. Through the All Saints partnership with Saint Francis House, our family has served dinner to the needy at the
Armory in Puyallup. Each year we donate a New Orleans Style dinner for eight people to the All Saints Auction that we prepare from scratch and
serve in our home. As my daughter gets older, I continue to seek opportunities for our family engage with more challenging projects to further
encourage giving back to our community.
I appreciate the opportunity to apply for the open City Council position. I am looking forward to serving our community. Thank you for taking to
time to review my application.
Sincerely,
Kristen Martinson
