Definitions
The terms below have the following meanings:
“Minority Business Enterprise (MBE) - “Minority business enterprise” means a business enterprise,
physically located in the United States or its trust territories, that is at least 51 percent owned by a
minority group or groups, or, in the case of any publicly owned business, at least 51 percent of the
stock of which is owned by one or more minority groups, and whose management and daily business
operations are controlled by one or more of those individuals. “Minority” includes African Americans,
Hispanic Americans, Native Americans, and Asian Pacific Americans who provide proof of United
States citizenship or legal resident alien status.
Women Business Enterprise (WBE) – “Women business enterprise” means a business enterprise
physically located in the United States or its trust territories, that is at least 51 percent owned by a
woman or women, or, in the case of any publicly owned business at least 51 percent of the stock of
which is owned by one or more women, and whose management and daily business operations are
controlled by one or more of those individuals, who provide proof of United States citizenship or legal
resident alien status.
Disabled Veteran Business Enterprise (DVBE) - The law defines a disabled veteran as a United
States military, naval or air service veteran with a service related disability of at least 10 percent.
DVBE’s is a sole proprietorship or partnership of at least 51 percent owned by; stock owned; and/or at
least in which a joint venture’s management, control and earnings are held by one or more disabled
veterans. Its home office located in the United States and is not a branch or subsidiary of a foreign
corporation, firm or business. Those certified by the California State Department of General Services.
