2020 Public Swimming Pool Remodel
All pools located within Hennepin County Environmental Health Department’s jurisdiction must conform to
MN Rule 4717 and Hennepin County Ordinance 4.
MN Rule 4717 requires all pools constructed, installed, or materially altered in MN to undergo plan review and
inspection. Any pool constructed or physically altered without prior plan approval must be closed immediately.
Hennepin County Ordinance 4 states:
All persons who hereafter construct or remodel a public swimming pool shall conform and comply in their
construction, erection or alteration with the requirements of this ordinance. Plans and specifications for
such construction, remodeling or alteration which shall show layout; mechanical, plumbing and electrical
spec
ifications; construction materials; and location and type of equipment and facilities shall be filed by its
owner in the Office of the Health Authority. The statutory or home rule charter city shall not issue a building
permit for the facility or remodeling or alteration permit for the facility until such plans have the approval
of the Health Authority. The swimming pool shall be constructed and finished in conformance with the
approved plans. The Health Authority shall inspect the swimming pool as frequently as they may
deem necessary during construction to ensure that construction occurs in conformance with the
approved plans. They shall conduct a final inspection prior to the start of operations and issuance of an
approved license.
