1-2-FREE MUS DUAL ENROLLMENT PROGRAM
HARDSHIP SCHOLARSHIP APPLICATION
The 1-2-Free Program was enacted Fall 2018 by the Montana Oce of the Commissioner of
Higher Education (OCHE). Below are details on how the program works:
Students enrolling in dual enrollment courses through MSU Billings and City College are eligible
for two free courses (up to six credits) through the 1-2-Free program. After a student has utilized
the free courses, they may be eligible to receive a scholarship to cover any tuition that exceeds
what is covered through the 1-2-Free program. If the student is determined eligible, they may
enroll in additional dual enrollment courses free of charge (course program fees and textbook
costs may apply). Students must reapply each academic year for the scholarship. If students
meet the criteria, the scholarship will automatically be applied and no award letter will be
provided. This scholarship will fund 100 and 200 level courses only.

Eligibility for the Hardship Scholarship
OCHE has set the eligibility criteria for the Hardship Scholarship. To be eligible, the student or
their household must participate in at least one of the state/federal programs listed below. If
you are a minor, the form requires a parent or guardian signature. Students over 18 or
emancipated minors may sign in lieu of parent/guardian.
